California governors don't "do" foreign policy much.


Californias beach towns handle the Foreign Policy issues. You want a resolution condemning something overseas, call a Councilman in Berkeley.

Arnie's big club is Sacramento is the media. He can put the pressure on the Legislature. The bulk of them are up for re-election next November.
