Another idiot identification event cue for you Watless. Handful: A small quantity or number. In this case you have to be able to read in the context, ie 8 out of 100 voters is all it takes to trigger the Recall. Less than 1 out of 10. That's a small number relative to the whole. Often the word Handful is used to describe a number of people. As in "Only a handful of folks know the words to this song". Any idiot knows that not even one person will fit in a hand.
