Why did Wilson go public about his trip to Niger in the first place?

People who work for the CIA typically sign secrecy agreements. Wilson should have signed such an agreement and if he did going public was a violation. If he didn't, why not?

Why would the CIA send someone who works for entities financially dependent upon the Saudi government, which opposed the war with Iraq, in the first place?

I'm not so sure Wilson and, perhaps, his wife didn't compromise American intelligence.
