Catching crooks is a good thing, but not very important in the big picture. This is the David Broder prescription for "fixing" government. If we can just get the right mixture of people, policy, and processes we can make this thing work. Well I don't share that faith. The welfare state is inherently wasteful, fraudulent, and abusive. And if every tax dollar went where the legislature intended ( if it's possible to divine their intention from the murky text they call bills ) and every citizen danced to the tune of the regulators, California will STILL be a big fat mess.

But by all means get Buffett involved in auditing the books. It will keep him too busy to meddle with policy.
