In the case of freedom of religion which you seem to be laying as the foundation for freedom of conscience, the freedom to believe on thing or another is not expected to have anything but a minimal impact on practical involvement with public commerce. However, when it is enveloping the concept of freedom of conscience the issue does seem to have more of a pervasive application.
