Those things you list wont be enough to close the budget gap. Not even close. Some of them are just theoretical and based on GOP spin, like "California is the worst place to do business". Simply not true. Regulation is sometimes badly needed and saves taxpayers money. If we had had energy regulation three years ago would have saved 20 billion dollars.

Even if you lay off 50,0000 people that's only a 200 million savings per year. Arnold has a 12 billion gap to close. Also, Davis has already done much of what you propose, contrary to GOP spin.
