Actually they should be more then enough but it will take a long time. If the business climate in CA is improved and the CA state government makes a big effort to shed responsibilities it doesn't need, and trims staff where it reasonably can in the areas where it continues to function and makes a big push to increase efficiency it would easily amount to more then $12bil.

But that's a tall order, one that will be difficult to achieve even if there is a real effort put behind it, and there is a good chance there will be no such effort. Even if such efforts are made and sustained and done well (and the combination of all three is asking a lot) it would take years for the changes to reach fruition. Its "not enough" in the sense that it isn't enough for this year. These types of changes take time.
