Why did Davis need to increase California state payrolls from 271,254.1 to 323,602.8 in four years?

1997-98: 271,254.1

How is subtracting most of those people to return staffing levels to where they were four years earlier (and where they had been for many years before that) a "major math problem"?

I learned addition and subtraction in first grade. So did Arnold. And I'll bet neither one of us considers it a major problem anymore.
