closing down prisons and hospitals?

Did California have no prisons and hospitals before Davis went on his hiring binge (increasing state payrolls from approximately 271,254.1 to 323,602.8 in four years)?

Here are the numbers (again)

1997-98: 271,254.1
1998-99: 282,859.7
1999-00: 296,076.1
2000-01: 311,238.9
2001-02: 323,602.8

If putting employment back to a level 12,000 above where it was in 1998 would cause hospitals and prisons to close, then how were hospitals and prisons open in 1998? Were they unstaffed? Did the patients cure themselves? Did the prisoners remain imprisoned despite the absence of guards and wardens?
