True, Davis should have cut spending faster. But now he has.

How about not raising it so dramatically in the first place, since Wilson had already raised it more than 30 percent? That would have been responsible. To raise it 40 percent and then cut it less than 10 percent does not qualify for "now he has" cut spending. He filled the swamp with a high pressure hose, and now he is emptying it with a teaspoon.
