My core position, which I think you may agree with, and Neo should agree with, is simple.

1. Man is by nature and need a social creature which lives in groups.

2. Those groups need some rules.

3. To establish those rules, governments are instituted among men, in the best cases deriving their authority from the consent of the governed.

4. It is the basic obligation of the citizen, when it is possible for them to do so without violating any basic ethical or religious principles, to order their lives in such a way as to comply with these rules or laws.

5. From time to time, the acts of government may force people into a conflict which they could not reasonably avoid. Conscientious objection is one good example; the government instituted a military draft, but serving in the military violated the principles of certain people. So the government made provisions to balance the principles of the individuals against the needs of society.

6. However, that situation only arises where the government has made it difficult or impossible for the individual to both comply with the laws and fulfill their requirments of belief or religion. The primary burden is on the citizen claiming an exemption to show that they have no reasonable alternative, not merely that the alternatives available to them under the law are less desirable options than those they prefer to pursue.
