Karen has made some very practical suggestions for getting mojo off the hot plate. Partnership with Myrna and others and put a receptionist up front to screen customers and guide them to the most appropriate provider. You could leave him in business and hope he survives occasional civil cases by settling with the claimants. That eliminates the ethical question.

I thought we were trying to explore the ethical question by resolving it not dismissing it.
