Maybe, But, The President clearly argued in his State of the Union Address (January, 2003), that the United States could and would not wait till Iraq presented an imminent threat.

You are correct, that there is no evidence that Saddam was not involved in BOTH: A. The planning and execution of 9/11, AND B. Involved in the work of al Qaeda.

But Saddam was involved with the work of al Qaeda - there is evidence of this. And Saddam's actions (which lead to America's response - namely enforcing UN Sanctions from 1991-2001), were the reason that al Qaeda attacked the United States on 9/11 - Bin Laden stated this, when he declared war on the United States.
