Maybe neither he nor anybody has a solution. At least Grove has defined the issue and is using his enormous prestige to create a sense of urgency about it.

I personally have grave doubts that the US can maintain its 50% market share given India's inherent advantage of having not just one MIT clone (IIT,) but ten, and having very motivated and bright students who respond to the national imperative to modernize. Grove says the Indian advantage is cost, capacity and productivity. I think he forgot the most important element: commitment.

The US software industry can't compete with India unless there is room for individual and small group innovation and entrepreneurship

I think there is room both in US and India for such innovation. But labor intensive industries will inevitably migrate to the largest pools of productive skilled labor.
