Definately Cheney. In the article, it mentions that Cheney interviewed for a job in Rummy's office when he was a congressman. Blew it. He's the quiet guy in the corner.

But Rumsfeld, I think, could have taken a crack at it. He has the charisma. Remember Don "sexy man" Rumsfeld during Afghanistan? The press adored him. Illinois boy makes good. Wrestling star. Princeton man. Navy man. Congressman. White House aid. Ambassador to NATO. Coulda been a contender? Interesting nonetheless.
