During your Cold War, there were set up a lot of groups of, primarily, Russian immigrants. Somebody were providing this scum with names and addresses of Soviet citizens and conspectuses of letters to them. The scumbags were expanding the stuff, describing your "free capitalist paradise" and urging their "unfortunate" "compatriots" to sabotage their country and fight for such paradise..
At the very same time, U.S. carried on a frenzied campaign of disinformation and mudslinging against USSR, howling about Soviet postal censure, intercepting letters, etc. Every your post office was distributing a grim looking black and red booklets about this sinister Soviet terror. And indeed,a lot of letters from US to USSR were missing. So, that was a fact.. But then (was it after Nixon's debacle?) the Congress made some "investigation" of CIA activities, and it turned out that this "censure" and interception was carried on by CIA. It actually meant that the US Postal Service was a tentacle of the American fascism. It had a special CIA department that handled all the letters from US to USSR.
After that "investigation," American postal dirty tricks became only more sophisticated.
