Yes, competitive bidding can run the costs up. A lot of games are played all the time with gov't contracts, no doubt. In this particular case, the best and possibly only US company equipped to handle the work was selected. I still feel it is better to have more than one bid for contracts though, even if just to give the illusion of propriety, without any actual difference in the outcome.
