Well, half of your dream has nearly come true -- there is almost no public welfare for drug addicts and whatever little is there, is getting cut every year.

Since there are drug laws, don't you think there should be rehabilitation funded by public money? Otherwise, this whole exercise is meaningless and we will never win the war on drugs.
