But Bush's style and lack of intellectual vigor have been deeply troubling to many. He doesn't let the facts get in the way of his policy predilections. He'll make the case for tax cuts whether the economy is up or down, in deficit or surplus, whether there is a need for short-term stimulus or not. And while this editorial page supported the war against Saddam Hussein, Bush's high- handed use of "facts" appalled us, as did his penchant to go to war alone. His foreign-policy team is experienced and very tough and served him well in the days following the al-Qaida attack. But there is only a belated attempt being made now to coordinate the rebuilding effort in Iraq.

Bush looks lost when his secretary of state and secretary of defense are at odds. Someone should have stepped in months ago when it was clear the officials who planned the war hadn't made an equal effort to plan for the post-war period. There were plenty of experts at the time who warned this would be the major challenge facing the administration. Did Bush even know what they were saying?

It's in fashion this week to place the blame on Condoleezza Rice, the national security adviser. It's her job to coordinate state, defense and the intelligence community with the policy makers. The announcement that Rice is now in charge of the interagency coordinating process for Iraq was an admission that she was not in charge of it before.
