False. Period. "Pre-emptive" describes the reason, and it is an act of defending freedom indeed, certainly not one of tyranny. We shall not be tyranical in Iraq nor Afghanistan nor anywhere. The word simply doesn't fit with our general provision of freedom in these places. The word as you use it, is at odds with reality.
