I'm not sure what this answers. I actually have done consulting involved in high-end military graphics simulator work. Ok, so frame buffers are incorporated into the video hardware that allows for display and fill operations to occur in parallel to attain higher refresh.

NetWare's JVM has video drivers that take advantage of the existing video hardware that is available. (Of course a subset right now, but the most common ISA and PCI adapters). So we will be running on the same type of metal at Windows, and should see comparable performance with Java if the code is developed properly.
