Oh, I think the special education is fascinatingly complicated but as a pedagogical issue and also as raising precisely the issue you wish to raise. How much is enough? How much can be afforded. I'm not even close to where you are, that too much is already being spent.

The issues it raises are large, much larger than special education. They include, as you know, the provision of advanced health services. Who says they should be allocated only to those who can afford them? Etc.

These are serious moral issues. Ah, but then we are talking about politics.
