Back on line with no explanation. I assume some of you thought I had gone nuts and banned you all. :>) John, This is about my 5th attempt to post this reply. At least I know it well by now. The size of the Educational Pie is not the problem with Spec Ed. It's how much of, and why, they get their slice of the pie. The Administrators don't want to admit it, but when they get their budget, they set up the spec ed money on the basis of Mandates, Law Suit results, and Law Suits threatened. Then they portion out what remains to the rest of the school. This is strangling our school system.
