They should legalize =all= drugs, but regulate the process where you could only consume them within a strictly controlled environment. Very cheap too. You couldn't leave with them, you couldn't get out in the street under their influence.

Sure, stuff would -eventually- leak out, but you don't see criminals selling illegal gasoline in this country...too damn cheap for criminal profitability.

Once addiction is recognized because a person is returning to the "strictly controlled environment" too often (perhaps for some drugs, once is too often) he can be helped by staff associated with that facility. Guilt free and effective.

Hey, it's been since Sept 12th since negotiations with Saddam took place. What's taking so long??
