Kerry et al. trusted Bush because it was political expediant to do so. Kerry didn't want to take a stand because he wanted to play both sides. Playing both sides is a fundamental flaw in his character.

That is why Kerry is considered wishy-washy. Kerry shows HIS LACK of leadership in critical situations.
