Flushing an enemy out into the open doesn't increase its numbers; it does, however, make identification and head counts easier.

Iraqis and all Muslims of reason know that we liberated Iraq; those who identify themselves with al Qaeda were either predisposed or easily swayed by jihadist propaganda, without real conviction either way, and will abandon the effort once they learn the truth.
