Little nations like Slovenia are always prey to their bigger neighbors. Before, during, and after Tito's reign, Yugoslavia was run by Serbs. They taxed the wealthier Slovenes, and brought the money south, for the benefit of Serb areas. The army, the Communist Party, the monarchy before that, all the levers of power, were dominated by Serbs. Just because they didn't label themselves an Empire (who does, now-a-days?), doesn't mean that label doesn't apply.

Before that, Slovenia was in the Austrian part of the Austro-Hungarian Empire. And before that, a succession of earlier Empires going back to the Romans, each with one armed elite nationality that ran things.

The EU has created a BetterWay for little nations like Slovenia.
