He is getting pressure from the Arab League to punish America for it's support for Israel. All Arafat has to do is condemn the bombing and no one will suspect that he OK'ed it and funded it. The Arab nations behind this attack don't have to worry either. Arab nations have been practicing the worst, most vile type of racism and religious intolerance for decades and no one has ever said a word.
