Canada is not America. There is a lot more of a "Class" feeling to the country than their is to ours. You have reduced expectations by the parents for their kids - we see this in Mexican kids in California whose parents don't expect them to go past High School, especially for the girls - and a relaxed attitude from the State/school/Churches that hard work and success is not what is important in life.

I see it here on Waikiki Beach. Kids that literally have grown up on the beach, raised by parents who work on the beach. There whole life is a paradise. As soon as they can drop out of school they follow their parents. But in this case I would have a tough time blaming them. Why not enjoy all their life, what people fly in from all over the world to spend ten days doing? Their Grandparents retire and bring their chairs every day to set at the beach. But life is not that good for everyone in the world.
