Very interesting. I only skimmed, but some of the ideas seem good, some not so much. I agree that targeting the truly needy for subsidized insurance coverage is the way to go, for example.

I do not object to raising teacher's salaries, but I would not make that the centerpiece of an educational proposal. The big problem is in the inner cities, and results from children living in chaotic homes and dangerous neighborhoods. What is needed is an extended school day, where children can do their homework with mentors from higher grades to help, under the supervision of teachers, and also engage in constructive after- school activities, so that the schools become safe havens until the early evening, at least.

We also need to increase security in the inner city by adding resources for community policing, where we do not depend solely on the sector car, but get cops on the beat, and interactive with the citizens, for example, by running advisory sessions on safety.

Conservatives are not indifferent to social problems. They should, indeed, put forward proposals that emphasize market solutions, the targetting of resources on the neediest, and the basic need for safety and order for a decent society.........
