The stated justification for terrorist bombings is to address an injustice. There are probably many personal justifications that people have like revenge or even money for their families (although I find that the hardest to believe).

Palestinians die every day of the usual causes outside of terrorism. The survivors are not compensated for the usual causes of death, even though they may not have died a natural death (Fight with in-laws, car accident, murder, etc.) Saddam chose to single out terrorists families for compensation, which is a direct statement that he sees their actions as justified, that he personally endorses it, financially to the tune of 25K. There is no argument about it, these are simply the facts.
