While travelling on the Chinese mainland, using my cellular phone to reach any cellular/fixed line phone on the mainland, I first dial 17951 (triangular pattern on keypad) and then the number, and that gets me connected via internet. The sound quality is the same to my untrained ear. The cost is about 1/4-1/5 of a regular cellular call.

I do not know why the scheme is not yet popular with Chinese users; perhaps a simple lack of awareness.
