Raid on Philadelphia Offices Tied to Mayor

PHILADELPHIA, Oct. 16 — Federal agents raided two city departments and the private offices of a lawyer with ties to Mayor John Street on Thursday, nine days after an F.B.I. bug was discovered in the mayor's office in City Hall.

A large group of F.B.I. agents spent hours at the downtown offices of the lawyer, Ronald A. White, who has raised money for Mayor Street, performs legal work for the city and specializes in helping clients win government contracts. They could be seen labeling items in the office as evidence and gathering documents.

Agents also seized records from the city's finance department and the Board of Pensions and Retirement, the city solicitor, Nelson Diaz, said.

An F.B.I. spokeswoman declined to comment on the raids or say they were related to the bugging.

Federal agents have requested thousands of pages of records on city contracts, questioned members of the Street administration and sought information from companies that bid for city work.

"The scope of it does appear very broad," Mayor Street said on Thursday, "and `fishing expedition' is one of the words that comes to mind."
