I saw that but only glanced at it, til now.

I see Gerald Metals again (in the last paragraph):

...As part of the restructuring, Indochina has guaranteed a bridge loan of up to US$45 million that has been made by Gerald Metals to Central Asian Mining. A $15-million portion of the loan has been used to meet the second-installment payment to the government of Kazakstan on the mine's purchase price. The US$30-million balance of the bridge loan will be used to initiate construction of the mine and for working capital.

I hope IG realizes what they're dealing with. Hopefully the mindset of the Kaz. is adapting:
...A new social agreement was concluded, transferring responsibility for the social sphere to local government officials. Western management practices are being introduced, along with Western safety practices.
