I can't say, but it doesn't look like it. The administration doesn't like to talk about it, except the usual denials without reference to any similar documents, hoping the story goes away. With some people, I suppose it works.

Meanwhile, I don't think the 2000 election media criticism was necessarily "baloney", considering the same tricks are used by all recent administrations msnbc.com , only more so by this one.
