A very understandable plan and not far off from the desired goals.
My first disagreement is in spending the limited money on salaries for Saddams army and police forces which would be a huge sum overall. Naturally those people want their
old jobs and prestige back rather than find more useful work.
They will need the police, of course, but the US can provide any Military support that Iraq needs even without occupation. Who is going to attack Iraq while under the US umbrella?
The new or newly trained police force will have difficulty with the laws ( previously non-existant) that protect individuals and human rights.
A return of those bureaucrats previously in power will remove the needed inspiration and pressure for people to adapt the new mind set needed in pursuit of democracy.
The need is more for bottom up rule,so the general public can prevent a return the top-down rule it once was.
Get the oil flowing, get the utilities modernized, get the non-bureaucratic segment working and productive first
and then collect the taxes to pay for the politicians.
My plan wont sell, will it (hahaha).
OK, so pay the politicians, just dont give then too much. They are working with our money (grants and loans) at this time.
