flat tax in Russia .. wasn't there a problem in collecting taxes in Russia.. ?

Flat tax in U.S. at what per cent? most of the lower income people do not pay a tax now.. and we pay 10% on 14,000 income and 15% up to 56,800 income for a married couple. now back out exemptions, standard deduction and the true rate for earned total income before deductions is quite less....
Flat tax would most likely hurt lower income people who live day to day , not save or invest and therefore do not worry about double taxes on savings.

I do not think U. S. is ready for a flat tax.
