Yes, the numbers include the spending "cuts" that Davis made. He increased total spending by more than $50 billion and then "cut" it by about $12 billion.

I suppose if I gain 50 pounds next year and then go on a diet and lose 12 pounds I can brag to people that I lost weight. But I'd still be obese.
