How in the world can Bush ask them not to develop nukes when he is doing so for the explicit reason of using it against them?

Especially when some are included in Bush's little list of "evil" countries which he has expressed intentions to aggress in no uncertain terms. Especially since they saw in no uncertain terms exactly what happened to one country on that list who did not have nukes.

It is no coincidence that both North Korea and Iran announced intentions to develop nuclear capabilities soon after they found themselves part of an "axis of evil".
