Nope. Whoever dreamt up the theory that Prescott has problems and Intel is making Celerons out of it instead of P4s has a very fertile and delusive imagination.

The answer is much simpler - the 90nm process is not performing per expectations. If you look around carefully, you will find a bunch of evidence to support 90nm process problems. And it wouldn't surprise me if there are further delays because of it.
