The 10 Commandments formed the basis for all laws in Western Civilization.

Among the ten are three that are relevant to civil law. The rest are about religious or personal values. I do not mean to disparage the TC or their historic role in civilizing society nor their value as direction for the individual, only to point out that they are not the be all and end all of governance in the US or anyplace else, for that matter. The ten that count in that regard are in the Bill of Rights.
