Albright understood that Saddam was responsible for killing those 500,000 children, on his own, that he deliberately starved people, and blamed it on the UN and United States. Saddam's revenge against his domestic enemies.

She also knew that in order to make Saddam stop, the United States would have to invade and remove Saddam from power. At the time she wasn't prepared to advocate that - seems you still aren't.
