the colossal accounting and consulting firm KPMG Peat Marwick
at us.kpmg.com

Brinker spent much time today attacking, quite deservedly, the
labyrinthine tax reform bill just signed into law by Slick Willie.
Bob calls the new law the "Guaranteed Employment for Accountants
Tax Preparers Act" or similar. Howsoever, there may be method in
the madness. I have heard it from more than one credible source
that Rep. Bill Archer, Chairman of House Ways and Means, who is
partial to a repeal of the 16th amendment(income tax) and a laying
on of a simple replacement consumption tax, more than delights in
the Byzantine complexity of the new code. Archer and others are
apparently awaiting a backlash from hordes of befuddled tax payers
finally fed up with a near inexplicable tax code, which tax payers
will then be highly receptive to true tax simplification schemes
such as advanced by Archer, Dick Armey, Steve Forbes and
other Republicans.
