Where does it say that people who are duly elected may not refer to their faith or use the values that come from that faith in their role of leader?

It doesn't say that anywhere as far as I know. I would think it quite appropriate for leaders to do that. But they need to understand that they are sworn to uphold the law of the land, not the Ten Commandments. My sense is that some don't realize that the two differ. <g>
