How can you vote the President ABSOLUTE AUTHORITY to go to war, in exchange for some unpublished or verbal promise he won't unless you later think he should? That is exactly what the President's supporters were urging. Bush told Congress - "Don't tie my hands". Everybody uunderstood that to mean he wanted a tough resolution to give him bargaining power. Kerry was correct to vote for a resolution giving Bush maximum bargaining power trusting that Bush would not abuse that power. Well, we know what happened.
