But there is either something analogous to a guiding intelligence making a coherent design with something like "fittingness" or purpose, or there is chaos that produces order by chance.........

Or perhaps there is something like the Platonic notion of forms either about many things, or just relating to ethics (and then perhaps not covering all of ethics). I wasn't thinking of pantheism but that would also work.

Also there are religions (Zoroastrianism comes to mind) that believe in evil and good gods (or in Zoroastrianism one of each). I am not expert on Zoroastrianism but it seems to me that such a belief supposes some standard by which even the gods can be measured, without believing in an external greater God (even of a pantheistic sort).
