I think Pete is right about the short term hold taxed as income but it would only really apply to professional traders that flip stocks as speculators. Even then it is hard for the govnt to prove that it was not meant as an investment for capital gains and not a short term speculation as a way to make income.

I believe foreigners are taxed a fixed amount (20 %?) on interest and capital gains.
