The government doesn't "create" prosperity. It can provide security and influence the business environment to allow businesses to flourish and provide jobs. A la Microsoft, the "Bill" who really created prosperity. Clinton's government was able to live off of Reagan's Peace Dividend, like a tick on its host dog's ear.
