The idea is that there is a pattern to which things should conform. There has to be, therefore, some reason to expect conformity, namely, that the pattern has been imposed on the universe by some means. If things are not constructed to best perform according to this pattern, how can it operate as a standard? It cannot remain wholly external......

If the claim is that the "form" of a physical object has any importance I would agree but I'm not sure I agree with that when applied to philosophical concepts like ethics. What would imposing them on the universe even mean, other then perhaps punishing their violation? Maybe you mean that there would be a way for people to recognize the standard? That would fit in with what you said earlier in response to my comment about how apparently Zoroastrianism applies an external standard to Ahuru Mazda. The standard would exist separate from Ahuru Mazda but he would be the revealer of the standard to the world.
