How can the Democrats vote against the Medicare Drug bill and not get nailed by the Seniors?

Whether we means-test Medicare or not is a significant question. It and Social Security were not set up as welfare programs but as "insurance" programs. I'm indifferent to means-testing. My interest is in being clear about what we are doing if we shift into means-testing. We would be, in effect, declaring it a welfare program. Call a spade a spade, IMO. Of course, I understand how difficult that paradigm shift would be for seniors. I have had long and frustrating discussions with seniors who insisted their Social Security checks were simply a return on what they had paid in. Not sure I'd want to be the party credited with making the paradigm shift from ostensibly and arguably insurance to having the earmarks of welfare.
